Low Income Taxpayer Clinics (LITC) assist low income individuals who have a tax dispute with the IRS, and provide education and outreach to individuals who speak English as a second language (ESL).


While LITCs do receive partial funding from the IRS, LITCs, their employees, and their volunteers are completely independent of the IRS. People's Tax Clinic has submitted application with the IRS for LITC funding and is  currently awaiting a response. As such, any IRS Controversy Assistance provided by the Clinic may not be free of charge. We will, however, determine fees on a case-by-case basis.

People's Tax Clinic will offer representation services to assist taxpayers in achieving better results in cases than if they proceeded alone, to access benefits administered through the tax code, and to resolve tax debts, levies, and liens. Specific services will include assisting taxpayers with cancellation of debt, proportionate liability, identity theft, audits, EITC disallowance issues, innocent spouse relief, deficiencies, and dependency issues.


We will pursue various avenues to benefit taxpayer clients, including, but not limited to, installment agreements, offers in compromise, temporary suspension of collection, abatement of interest and penalties, challenging the tax, and filing for currently not collectible status.

For the 2016 calendar year, the income ceilings for low income representation are shown below. The Clinic will decide if you meet the income guidelines and other criteria before it agrees to represent you. Falling outside of the income guidelines is not automatic disqualification for free representation.
